GOVERNMENT-SOCIETY INTERACTION

Summary

The penetration of digital technologies into all spheres of public life causes transformations, including in the sphere of interaction between public authorities and civil society. Ukraine is going through a difficult but important path of establishing democracy and modernizing government structures, therefore, understanding the impact of digitalization on the quality and effectiveness of government-society communications is of particular importance. Changes in the political and social spheres are making it necessary to search for new approaches and develop effective mechanisms for establishing a fruitful dialogue between the state and the society. In this context, digital solutions are tools for positive changes, the implementation of which can increase the level of transparency of government activities, increase citizen participation in public policy development processes, and strengthen mutual trust. Such digital solutions as, for example, platforms for submitting electronic petitions, online public consultation tools, initiatives for opening government data, and the e-government system are the basis for updating traditional formats of government-society interaction. Despite the difficult internal and external circumstances, Ukraine is actively moving towards digital transformation, which is especially acutely felt in the context of the need to modernize public administration and establishment of effective interaction between authorities and citizens. Therefore, the issue of the impact of digitalization on government-society interaction is of particular relevance for Ukraine, where the processes of forming a democratic civil society are key priorities.

The purpose of the study is to study the transformative impact of digitalization on the nature and forms of government-society interaction. The research used content analysis methods; definition; comparative analysis; statistical analysis, the use of digital technologies by the population and government bodies, Ukraine's positions in international e-government rankings; system analysis; generalization; visualization method.

The article reveals the content of the main concepts in the field of digitalization of government-society relations; analyzes the level of development of digital infrastructure, Internet penetration and use of digital technologies by the population and government bodies; examines Ukraine's position in international e-government rankings; characterizes the main digital platforms of government-society interaction in Ukraine, their functional capabilities, analyzes their performance indicators; determines the impact of digitalization on the forms and mechanisms of government-society interaction and the problems and challenges of the digital transformation of government-society interaction in Ukraine, develops recommendations for their elimination. The recommendations proposed in the article are aimed at solving problems and eliminating challenges that arise in the process of digitalization of government-society interaction, to promote the development of democracy, improve the quality of governance and strengthen trust between government and civil society. Prospects for further research may focus on studying the experience of other countries in the field of digitalization of government-society interaction, identifying best practices and opportunities for their adaptation to the Ukrainian context.
