Summary
The process of territorial de-occupation entails not only the restoration of the state sovereignty, but also the implementation of a comprehensive and multidimensional reintegration strategy encompassing political, economic, social, and humanitarian components. The effectiveness of institutional governance mechanisms is a critical determinant of civilian security, the preservation of national territorial integrity, and the consolidation of the state's overall security architecture. De-occupied regions are facing profound socio-economic disruptions resulting from the consequences of war, thereby necessitating the formulation of a coherent and evidence-based management strategy. Such a strategy must ensure the rehabilitation of critical infrastructure in liberated territorial communities, the re-establishment of public order and economic functionality, and the inclusive reintegration of displaced and resident populations. The integration of these territories into the national institutional system through the restoration of the rule of law, the safeguarding of fundamental human rights, and the reactivation of a capable and legitimate administrative apparatus is of particular importance. Accordingly, the relevance of this study stems from the urgent imperative to restore stability in Ukraine in the aftermath of protracted military aggression and the temporary occupation of parts of its sovereign territory.
The aim of this study is to analyze the governance of de-occupied territories in the context of the national security, to identify key challenges associated with the de-occupation of Ukraine’s territorial communities, and to develop recommendations for improving decision-making processes aimed at ensuring stability, fostering economic development, and reinforcing national security during the post-war recovery phase. The research employs a range of methodological approaches: content analysis was applied to examine recent academic literature and policy publications relevant to the topic; statistical analysis was used to assess the consequences of territorial occupation in Ukraine; analytical methods were employed to investigate governance-related challenges in de-occupied areas within the framework of national security; comparative analysis was utilized to explore international post-conflict recovery experiences; and synthesis methods supported the formulation of general recommendations and the development of research conclusions. The article examines the structural components of the de-occupation process, analyzes governance issues in Ukraine’s de-occupied territories in the context of national security, explores international practices of post-conflict reconstruction, and presents governance recommendations for Ukraine’s de-occupied territories, taking into account legal, economic, and social dimensions.
