Summary

The results of the spread and impact of the coronavirus infection have had a negative impact on the socio-economic development of territorial communities (TCs) in general, as well as their components - business entities and households in particular. Unlike enterprises that independently form their policies, the development of TCs takes place in the context of strategic prospects for the functioning of the country, regions, sectors of the national economy, as well as the same business entities that “work” on the territory of their formations. Today, the issue of conceptualizing analytical support for the development of TC development strategies is becoming increasingly relevant, taking into account the peculiarities of their creation, functioning, composition, geographical location, as well as state, regional and sectoral policies, etc.

The purpose of the study is to generalize the main conceptual principles of information and analytical support for the development, implementation and adjustment of the TC development strategy. The achievement of the goal was accompanied by: generalization of the regulatory and legal framework that underlies the development of the TC development strategy, as well as its information and analytical support; potential use of the strategic analysis methodology and its adaptation to the TC development plan, etc.

The study showed that today's realities, more than ever, require the development, adjustment (adaptation) of development strategies for the state, regions, sectors of the national economy, TCs and individual business entities. In these processes, the generalization and development of both basic and specific (individual) analytical aspects of the formation of the TC development strategy, which was substantiated within the framework of the conducted study, is of great importance.

The results of the study may be of interest to TC management personnel in the system of substantiation, development, implementation and adjustment of the TC development strategy. In particular, the use of specific methods of strategic analysis at all stages of strategy development and implementation of the TC development plan. The prospects for further research are that future developments may focus on improving the regulatory framework that regulates the procedure for forming TC development strategies, its methodological tools, taking into account state, regional and sectoral policy, as well as the specifics of the composition (territorial associations, population, religion, nationalities, business entities, culture, etc.), geographical location, etc. of TCs. In this case, both domestic and foreign experience in the creation and functioning of TCs from the point of view of implementing their development strategy becomes important.
