Summary
The current situation requires a systematic approach to solving complex climate challenges and overcoming the consequences of mass destruction of cities and communities by uniting the efforts of various stakeholders, such as science, education, municipalities, and enterprises. The problem lies in the absence of systematically evaluated optimal portfolios of actions that would take into account the functional, physical, financial-economic, institutional, and social dimensions of recovery. The relevance of the topic is determined by the fact that the ecological and economic modernization of Ukraine in the context of its integration into the EU is extremely relevant today.
The purpose of the article is to develop and substantiate the strategy of the "Climate-oriented Roadmap for the Restoration of Ukraine", as well as to form and assess a portfolio of climate actions to ensure post-war sustainable development and combat climate change.
A model of a dynamic ecosystem was built using the example of the Chernivtsi municipality, which unites local authorities, universities, enterprises and the public. Through the involvement of stakeholders during a series of workshops, about 70 climate actions were generated. 18 key climate actions were assessed according to four criteria (carbon neutrality, adaptation to climate change, synergy, trade-offs), as a result of which 2364 assessments were obtained and 190 ideas were generated. Optimal portfolios of climate actions were formed and a climate roadmap was developed, which was presented at international venues in Switzerland.
