REVIEW PROCEDURE


The procedure for reviewing manuscripts (expert evaluation) submitted to the editorial board of the scientific journal "Bulletin of the Chernivtsi Institute of Trade and Economics" is aimed at ensuring high scientific quality, compliance with academic standards and ethical norms.

The main goal is to select for publication studies that have scientific novelty, theoretical or practical significance.

The journal "Bulletin of the Chernivtsi Institute of Trade and Economics" uses double-blind review, which guarantees the anonymity of both parties: the reviewer does not disclose the personal data of the authors, and the authors do not disclose the personal data of the reviewer.


Review stages

The deputy editor-in-chief carries out the initial examination of the manuscript.


1. Preliminary review (up to 3-5 days) consists of the following processes:

• checking the manuscript for compliance with the topic and scientific profile of the publication;

• checking compliance with the requirements for the structure and design of the manuscript in accordance with the requirements of the section "Publication Procedure";

• plagiarism check (using the StrikePlagiarism system);

• elimination of possible conflicts of interests during the initial examination;

• technical anonymization of the manuscript and assignment of a registration number;

• decision-making: send the manuscript for review or reject.


2. Appointment of reviewers (up to 3 days):

Based on the results of the review, a reviewer is appointed from among the members of the editorial board, who receives an official invitation and an anonymized version of the manuscript. If the reviewer cannot complete the review, he or she will inform the reason for the refusal (for example, conflict of interest, lack of work on a specific topic, etc.).

Criteria for selection of a reviewer:

• Doctor of Science or PhD degree;

• the presence of scientific publications on the topic of the reviewed article in scientific publications indexed in the scientometric databases Scopus and/or Web of Science;

• absence of conflict of interest with the author(s) of the manuscript.


3. Reviewing (2–3 weeks):

During the review, reviewers evaluate:

• correspondence of the title of the article to its content;

• relevance of the topic, scientific novelty and practical significance of the results obtained;

• logicality, validity and persuasiveness of scientific argumentation and research results;

• systematicity, clarity and style of presentation of the material;

• the completeness and quality of the scientific literature review;

• correctness of the applied methodology and research methods;

• reliability of the results obtained;

• reasonableness of the conclusions;

• value for a wide range of readers.

Reviewers conduct a critical and impartial evaluation of the manuscript of the author(s) submitted for review, adhering to the requirements of the “Ethical Guidelines for Reviewers” developed by COPE – Committee on Publication Ethics. Reviewers agree that the manuscripts sent to them are the intellectual property of the authors; therefore, the scientific achievements and other information contained in them are not subject to disclosure.


4. Based on the review results, the reviewer may:

• recommend an article for publication;

• recommend acceptance of the article after making minor editorial changes;

• send the manuscript to the author(s) for revision in accordance with the reviewer's substantive comments, after which a final decision is made;

• reject the article without further consideration.


Manuscripts that require revision are sent together with the review text without identifying the reviewer(s). The revised version of the article by the author with an explanation of the changes made is sent for re-review. Revision does not guarantee a positive decision on acceptance of the article, and if the reviewer(s) consider the changes unsatisfactory, the article will be rejected.

The final decision on the publication of the manuscript is made by the editor-in-chief based on the recommendations of the reviewers and the article’s compliance with the editorial policy of the journal “Bulletin of the Chernivtsi Institute of Trade and Economics”. He does not participate in the evaluation of works authored by himself, his relatives or colleagues. In such cases, the final decision is made by the deputy editor-in-chief, and the review is carried out independently.

Reviews are formatted according to the journal's standard format.

All reviews and accompanying materials are stored in the editorial office archive for 3 years from the date of publication of the journal issue in which the reviewed article is published.

Total time from manuscript submission to first editorial decision: 3-6 weeks.

Deadline for the author to finalize the manuscript: 10 days.

Re-review period (if necessary): 10 days.


Appeal

The author has the right to appeal the decision to reject the article within 10 days from the date of receipt of the relevant notification. The appeal is considered by an independent member of the editorial board of the journal "Bulletin of the Chernivtsi Institute of Trade and Economics".

The journal editorial board does not enter into discussions with the authors of rejected articles.
